China Baowu's disclosed circularity is an operating system, not one recycling claim: scrap returned to furnaces, shared treatment capacity across group entities, and external waste collaboration. The project has to enter through one defined loop.
China Baowu describes a "6+1+1" waste-management pilot with six regional solid and hazardous-waste centers, a training base and a digital management platform. It reports that Baosteel directly recovered 600,000 tonnes of user scrap in 2024; Magang used 2.63 million tonnes of scrap at headquarters; and TISCO recycled 1.17 million tonnes of scrap. These group disclosures do not establish access to a particular site, stream or buyer.

The group describes slag, dust and sludge recycling, plus regional solid and hazardous-waste utilization and disposal centers.
The public evidence is group-wide and subsidiary-specific. It does not prove a particular stream is available, contractable or accepted at a given site.
China Baowu's scale creates a trap: the group can sound like one plant. It is not. The only credible entry is a named operating company and a named flow with evidence that the material can move through that specific loop.
